Terms of Reference

UNHCR, the UN Refugee Agency, is a global organisation dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. Over the past decades, UNCR has been strategically designing and implementing Health Information tools, including the iRHIS to ensure accurate information exists on refugee and the coverage and quality of health services they access.
The Uganda government has made a concerted effort in harmonising the Ugandan eHIMS and iRHIS. However, in many DHIS2 country operations the two systems are not integrated, and as a result the information collected in DHIS2 cannot be pushed to iRHIS causing many information managements challenges for UNHCR and its partners to aggregate analyse their data, hampering their ability to make data-driven decisions.
The paper based HMIS data collection reporting tools have already been integrated and all health facilities in the refugee settlements in refugee host districts are reporting using MoH tools and refugee data is already available in DHIS2. However, UNHCR still continues to submit a parallel report alongside the one submitted to MoH due to lack of the interoperability of the two systems. Therefore, interoperability of these systems is fundamental to achieve better health data quality to inform policy planning and evidence-based decision making.

The consultant shall work closely with UNHCR Public Health team at country office and Health Information System Officer (HIS) at HQ. He/she shall provide weekly report on progress of work and shall fully adhere to UNHCR requirements.

The consultant will be responsible for the following duties to be conducted in 2 phases:

Phase 1
• Analysis of the eHMIS data model, gap analysis with iRHIS and enrichment strategy
• Mapping exercise of the two data models including coding location hierarchy, data elements and indicators for interoperability purpose
• Analysis of the eHMIS approach for sending the data to iRHIS (push/pull model, data flow and revision process)
• Analysis of the solution, providing a functional specification document, data flows, workflows options evaluation, delivery estimations and planning.

Phase 2:
• Design of the global landing/registration portal
• Design of the data HUB service, web service exchange model and format
• Implement and test interoperability solution including debugging within the scope of work
• Implement metadata version and application upgrade monitoring (validation and monitoring)
• Carry out maintenance once the interoperation has been set up
• Provide essential information and documentation for any development

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: • Education in computer science or engineering and Health informatics or related field.
Experience: • At least 3 years of DHIS2 configuration and administration experience
• Experience in carrying out similar assignment with Ministry of Health-Uganda particularly with DHIS2 is a must
• Previous experience in similar projects is an asset
• Experience in PostgreSQL, Rest Web API, Java and other developer tools
Knowledge & Skills: • Proficient in software design
• Ability to meet deadlines, attention to detail and responsibility for provided solutions
• Excellent writing and presentation skills
Languages: • Fluency in spoken and written English is a requirement


Monitoring and Progress Controls (report requirements, periodicity, format, deadlines):

• Weekly meeting with UNHCR Public health team at country operation and HIS officer at HQ to report on progress
The consultant shall complete all required tasks as started above within the following timeline:
• Phase 1: will take a period of 4 weeks (1 month)
• Phase 2: will take a period of 8 weeks (2 months)
