Consultant – WHO Pandemic Hub External Engagement

Purpose of consultancy

To contribute to the website redesign and content management. The consultant will also be involved in developing, implementing and maintaining promotional and other engagement materials.

Background

The Health Emergency Intelligence and Surveillance Systems Division (WSE) is responsible for building a system of collaborative intelligence enabling better decisions to avert and manage public health threats and risks. Its goal is to enable, strengthen and support countries, regional and global actors in averting and managing public health threats and risks through collaborative problem solving and decision-making for short-term action and long-term policies, informed by better data and analytics.

The WHO Hub for Pandemic and Epidemic Intelligence is a new office of WHO, located in Berlin. It works with partners to enable the generation of public health relevant information to provide timely actionable insights and improve decision making to prepare for, avert and respond to public health threats. It also aims to reduce fragmentation and inefficiency by creating an ecosystem that promotes collaboration across multiple professional disciplines, sectors, and initiatives; and empower decision makers, public health professionals, and civil society to make informed public health decisions.

Deliverables:

  • Deliverable 1: Facilitate the redesign and content management of the Pandemic Hub website.
  • Deliverable 2: Prepare, facilitate and debrief on major events and summits including communication with and management of presenters, participants and any relevant service providers as well as collecting, reviewing and creating content and event materials.   
  • Deliverable 3: Develop promotional materials, activities and events and facilitate their implementation (i.e. compile and distribute a periodic newsletter, coordinate production of audiovisual materials, facilitate webinars, trainings and presentations.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • First university degree in communication, public administration, political science, social science, public health or related field. 

Experience

Essential:

  • 5 to 10 years of relevant experience in communications, external relations, diplomacy, corporate affairs, or public health.

Desirable:

  • Experience in organizing events.
  • Experience in developing audio-visual communication materials and graphic design.
  • Prior experience working with WHO or another UN organization.

Skills/Knowledge:

  • Demonstrated ability to interact in complex situations involving technical, cultural, and political elements.  
  • Sound analytical and organizational skills. 
  • Excellent oral and written English communication skills. 
  • Good interpersonal skills and ability to work remotely.
  • Expertise with the organization of virtual sessions, Zoom and other IT platforms. 
  • Good knowledge and mastery of Microsoft Office tools, experience with Adobe Photoshop and InDesign desirable. 
  • Results-oriented.
  • Collaborative attitude at work.  
  • Ability to work under pressure, on multiple projects and keep to deadlines.

Languages required:

Essential

  • Expert knowledge of English.

Desirable

  • Intermediate knowledge of German

Location

Home based – Off-site.
Working hours need to be compatible with the WHO Hub Central European Time zone.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B-USD 7,000 - 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

6 Months.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
