Organizational Setting

The FAO Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s efforts to achieve food security for all in the Asia-Pacific region. FAO’s three main goals are: the eradication of hunger, food insecurity and malnutrition; the elimination of poverty and the driving forward of economic and social progress for all; and, the sustainable management and utilization of natural resources, including land, water, air, climate and genetic resources for the benefit of present and future generations.
The FAO-RAP Regional Initiative on Climate change (RICC), which commenced in 2018, provides the framework for FAO’s work on climate change and resilience in the region. It aims to better support its member countries to scale-up action to address the impacts and drivers of climate change in the agriculture and land-use sectors; particularly adaptation and mitigation actions identified as part of countries intended Nationally Determined Contributions (NDC) under the Paris Agreement. In connection with this initiative, FAO-RAP is undertaking a number of related initiatives including research on regional understanding of climate change impacts on agriculture and NDC implementation and implementing programs on relevant technical options and planning processes including National Adaptation Plans.
To further support member countries in the region and strengthen the delivery of the RICC, the FAO Office of Climate Change, Biodiversity and Environment (OCB) is coordinating closely with FAO-RAP on a number of related initiatives including the implementation of the new FAO-UNDP Support Programme on Scaling up Climate Ambition on Land Use and Agriculture through NDCs and NAPs (SCALA). This programme is supported by the German Government and will be implemented in four countries in Asia and a further 8 countries globally from 2020-2025.
The Thailand programme will be implemented jointly by FAO and UNDP Country Representatives in Thailand. For this purpose, the FAO and UNDP are seeking a motivated, dynamic consultant to support the coordination and implementation of SCALA activities.

Reporting Lines

Under the overall supervision of the FAO Natural Resources Officer, working in close collaboration with OAE, LDD and other MoAC departments as well as FAO Thailand Country Offices, the incumbent will directly report to the FAO National Coordinator of the SCALA Thailand Project.

Climate change and Development, Adaptation, Mitigation, Agriculture, Policy and Governance, Programme Management

Tasks and responsibilities

The consultant is expected to undertake the following tasks, under the orientation of and in close discussion with the FAO Lead Technical Officer and the FAO focal point:

• Support the national project coordinator/ focal point with day-to-day programme management and reporting, including quarterly progress reports
• Support the national project coordinator on preparing and conducting workplan activities on technical themes including on systems-level assessments of selected cropping (e.g. maize), livestock and soil/land use management systems, MRV and/or climate adaptation M&E, and private sector engagement for climate action in agriculture
• Prepare meeting agendas and records for all project-related consultations/meetings/workshops, including with private sector partners e.g. from the livestock industry or government departments
• Support the organization and facilitation of the different technical planning meetings with the key stakeholders
• Ensure coordination with project regional teams/backstoppers, as well as wider stakeholders (e.g. selected service providers or collaborating researchers)
• Support the preparation of ToRs, contracts, and related documentation for assignments of selected service providers
• Engage actively with government counterparts and other relevant stakeholders to manage day to day communication and ensure effective implementation of the programme.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Advanced university degree in climate change, land use management, agricultural economics, development economics, project management and business administration, or a related topic.
• Familiarity with policy advice and analysis relating to sustainable development of food and agriculture systems, climate finance and investment plans, and coordination and monitoring of project activities, equivalent to 1-2 years of experience (or more).
• For Consultants working knowledge of English and limited knowledge of one of the other FAO official languages (Arabic, Chinese, French, Spanish or Russian).
• For PSA.SBS a working knowledge of English will be sufficient.
