Duties and Responsibilities

[Background]

ECA collects and manages a wide range of socio-economic data on African Countries. Datasets are captured in a strictly defined format and linked to predefined indicators. This created challenges in capturing datasets flexibly and efficiently. It also hinders the process of sharing data with users and puts a lot of burden on data managers to format and upload. Due to this, datasets are left in private folders, leading to the loss and inaccessibility of essential datasets. There is a strong need to enhance and develop a system to capture and share with end-users in an efficient manner.

To do this, there is a strong need to develop a system that uses state-of-the-art tools to support African Centre for Statistics to manage statistical data and metadata both at macro and micro levels.

[Duties and responsibilities]

Under the direct technical supervision of the chief of the Statistical Development, Data Innovation and Outreach Section and the oversight and strategic and policy direction of the director of ACS, the consultant is expected to perform the following tasks:

- Assess statistical data presentation with statisticians at ACS;
- Identify development tools that are robust for future expansion and maintenance;
- Development of a data harvesting system that captures macro and micro datasets;
- Development of data dashboard systems to disseminate statistical data on web and mobile devices;
- Develop Application Programming Interfaces for ECAStats to enable data exchange and dissemination through multiple devices and platforms;
- Maintenance of the performance data management system;
- Document, test, train and deploy data harvesting and dissemination systems;
- Any activities assigned by the supervisor.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in data science, statistics or related field is required. A first-level university degree in combination with two years of relevant experience may be accepted in lieu of the advanced degree.
A minimum of 5 years of relevant work experience in developing data management system for the web and mobile devices; developing online dashboard application is required.
Experience in nosql such as MongoDB

Languages

English and French are the working languages of the UN Secretariat. For this consultancy, fluency in English or French is required. Knowledge of the other is an advantage. Knowledge of another UN Official language is an asset.
