Job Purpose

Under the supervision of the Quality and Accountability manager, the Senior Officer Gender and Protection is responsible for planning and providing support in the implementation of protection, gender and inclusion approach in IFRC operational plan, program and projects, addressing aspects of institutional PGI, coordination and programmatic PGI ensure mainstreaming PGI into IFRC and ARCS program and operation as well as possible focused actions. She/he will support building capacity of ARCS gender department on PGI and safeguarding including PSEA and child protection.

Job Duties and Responsibilities

Institutional PGI: • Provide technical support to ARCS to ensure that gender and protection and inclusion policies, strategies, guidelines, and framework are in place to guide project implementation and ensure that all activities would promote gender equality, provide equal opportunities for diverse group of beneficiaries, and ensure safe and dignified participation (Dignity-Access-Participation-Security / DAPS framework). • Provide technical support and strengthen the capacity of ARCS gender and inclusion department staff, and technical teams, to enhancing the impact, reach and efficiency of operations of ARCS through the integration of PGI activities and approaches. This includes integration of PGI minimum standards in relevant sectors and ensure implementation of protection mainstreaming standards. • Building capacity of ARCS relevant department / directorate staff and enable them to identify and monitor protection risks including child protection and sexual and gender-based violence ; and take action to prevent, mitigate and respond to violence, exploitation, and abuse, including appropriate reporting and referral mechanisms. • Advocacy with RCRC movement actors specifically with ARCS to promote gender inclusive humanitarian response through availability of trained female volunteers and female staff at all levels. • Constantly monitor the humanitarian situation in the country and work with operations and programs to address or mainstream the PGI across activities to address the emerging protection concerns. Programmatic PGI: Planning, Monitoring, Evaluation and Reporting: • Work with ARCS gender and inclusion department to identify the barriers toward active participation of women, girls and minority groups in the humanitarian response and to design activities that can addressing these barriers that lead to social exclusion and deprivation of women from their right. • Working closely with IFRC and ARCS technical and PMERL teams to ensure protection, gender, inclusion lens are considered and are mainstreamed in the PMER. This include ensuring sex and age disaggregated data collection and tools, people with disability data etc. • Build capacity of ARCS in PGI sensitive data collection, analysis and to ensure PGI information and evidence are used to inform gender sensitive and protection mainstreamed approaches and strategies for the program and projects. • Support capacity and mechanisms to strengthen protection approach in IFRC and ARCS teams and operations, including trainings, coordination, and referral mechanisms. • Provide technical and support and build capacity of ARCS and enable them to design activities and programmes in line with assessment findings and tailored it to reach the specific needs of a particular groups (i.e. people with disability , GBV survivors, widows and orphans). • Provide inputs on gender and protection indicators for IFRC regular reports including situation report, operation update, donor specific reports and proposals etc. Coordination and Communication: • Closely work with different national working groups and cluster such as Child Protection cluster, GBV-sub cluster; protection, and working groups including Disability Inclusion Working Group , Gender in Humanitarian Action ( GiHA) and Protection from Sexual Exploitation and Abuse (PSEA) Task Force ; and create linkage. • Participate in RCRC relevant thematic technical and operational meeting; and to share and keep abreast of the latest developments and issues in gender and protection. • Involve in development of relevant IEC and BCC materials on gender and protection for community-based awareness raising and sensitizations. • Produce meeting briefs/reports on gender and protection aspects of the program and operation.

Education

Required: • At least a Relevant degree or equivalent work experiences /master’s in social science/ Public health/ Law/ etc./; or University graduate with experience in gender and protection mainstreaming and capacity building. •Training on protection- gender-inclusion mainstreaming and specialized actions.

Experience

Required: • At least 3 years of experience in development and/or humanitarian organizations, including significant experience of working with partners to deliver development interventions and/or humanitarian program with gender, women, and people with disability or other vulnerable groups. • Expertise in gender and diversity analysis and mainstreaming in emergency and development programs. • Expertise in analysis and response to protection risks in emergencies, including Gender, SGBV and Child ProtectionPreferred: • Experience in implementation of programming with rights-based approach-focus on income generation, SMEs, social inclusion, and protection . • Previous working experience with Red Cross and Red Crescent movement.

Knowledge, Skills and Languages

Required: •Strong facilitation skills, including the design and management of effective trainings, workshops, and meetings with a diverse population with clear gender and protection focus • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts of Afghan society. • Expertise in protection, gender analysis and mainstreaming in emergency and development program and operation. • Strong experience in program/project proposal writing. •Proven programme management skill in program planning, monitoring, evaluation, and reporting. •Strong interpersonal and cultural sensitivity. •Self-supporting in computers (Windows, Office). • Fluently spoken and written English. Good command in Dari/Pashto languages. Preferred: • good understanding of programme budget and financial management.
