Mission and objectives

UNODC's mission is to contribute to global peace and security, human rights and development by making the world safer from drugs, crime, corruption and terrorism.

Context

The programmes in the UNODC Regional Office for Southern Africa (ROSAF) depend exclusively on voluntary contributions. The objective of the present strategy is to develop longer term high impact programmes that can attract strong funding as well as other forms of support from a variety of donors. It is recognized that successful fundraising entails building long-term strategic relationships with development partners. Over the past three years, the COVID-19 pandemic, geopolitical challenges and protracted economic and humanitarian crises have placed the global response to combatting drugs and crime under increasing threat. These global shocks and changes have further exacerbated risks for the response to crime and implementation of the sustainable development goals, particularly in terms of available domestic and international resources. Furthermore, these events are also influencing donor behavior in several aspects whereby international commitments are forced to compete with domestic priorities, such as rising inflationary pressures. The 2024-2030 ROSAF Resource Mobilization Strategy (the Strategy) aims to reverse the trend of declining funding for ROSAF, and to position it for growth by sustainably raising at least US$ 15 million every year to fully fund its 2024–2030 Budget. Its development was informed by interviews and discussions with ROSAF staff as well as discussions with partners and stakeholders. It also reflects the analysis conducted of the ROSAF extrabudgetary funding.
