Background

The Government of Albania is reforming its public service delivery through a citizen-centric approach. The reform represents the Government’s determination to improve service access and quality for citizens and businesses and increase efficiency in the Albanian public administration as a means to strengthen the rule of law and fight corruption, foster a customer-care culture, strengthen compliance with the EU integration agenda, and align with commitments under Southeastern Europe regional initiatives and the UN Sustainable Development Goals. As a continuing government priority since April 2014, the reform is now under the leadership of the Deputy Prime Minister (DPM).

Conducted in implementation of the Cross-Cutting Public Administration Reform Strategy (PAR) 2015–2020, which constitutes the overall framework for the modernization and transformation of institutions and practices of public administration in the country, as well as the Cross-Cutting Strategy “Digital Agenda for Albania” (DAA) 2015–2020, while in line with the National Strategy for Development and Integration (NSDI) 2015–2020, the reform is guided by the Long-term policy document on the delivery of citizen-centric services by central government institutions in Albania (LTPD) approved by the Decision of the Council of Ministers No. 384, dated 25 May 2016.

Since mid-2014, UN Albania has provided support through technical assistance, which has been structured within a donor pool fund project format under the name of “Support for Innovation against Corruption: Building a Citizen Centric Service Delivery Model in Albania (ISDA Support Project)”.

The current contributors to the pool fund are the Government of Italy, Government of Austria and the UNDP. Implementation follows UNDP’s national implementation modality. UNDP provides project and financial management support in accordance with UNDP’s regulations and rules for project management.

The ISDA Support Project results include:

  • Long-term public service reform policy document;
  • Design of the Front Office - Back Office (FO-BO) separation model and its piloting;
  • Establishment of service delivery standards;
  • Support for the development of multi-channel service delivery, including online;
  • Institutional capacity building for ADISA to implement the service delivery reform;
  • Technical assistance in reform management and monitoring.

In this context, with business process re-engineering being one of the key activities supported by the Office of the Deputy Prime Minister and ADISA, and in accordance with the ISDA Support Project’s mandate, UNDP Albania is seeking to hire a qualified local candidate for the position of a Senior Local Expert for BPR Implementation. The re-engineering project that resulted in the simplification and standardization of over 400 services of 10 public institutions (QKB, ISSH, FSDKSH, ZRPP, AQTN, DPSHTRR, DPD, MAS, DPGJC, AZHT) is finalized and some preliminary steps aiming at preparing the ground for the pre-implementation phase have been accomplished successfully. The next step will foresee the beginning of the BRP implementation that will kick-off for the first group of institutions from the scope. 

Duties and Responsibilities

Scope of the assignment

Support the Office of Deputy Prime Minister during the leading and coordination of the implementation phase that will see the execution of the To-Be maps of the re-engineered services for 2 institutions on scope.

Description of Responsibilities

The Coordinator shall work closely with the Office of the Deputy Prime Minister and ADISA.

During the engagement period, the expert shall perform the following tasks:

  1. Assist the DPM Office in building the team that will engage in the implementation of the re-engineering project;
  2. Support the DPM Office in coordinating actions with the stakeholders involved in the implementation of the re-engineering project, following a proposed and agreed upon timeline and working plan;
  3. Help the DPM Office in monitoring the progress of the implementation phase, as per the working plan and/or other established indicators for the project's accomplishment;
  4. Participate, as support to the DPM Office, in meetings with the public institutions involved in the project;
  5. Prepare regular report, concerning the implementation project, and presentations as requested; 
  6. Participate in the meetings of the Deregulation Group led by the DPM Office, along with other consultants from the project;
  7. Support ADISA in the conceptualization of life-events packages;
  8. Assist ADISA during the preparation of life-events packages.

Expected Deliverables:

  1. Monthly Progress Report on the re-engineering implementation status;
  2. Final assignment report.

All deliverables should incorporate gender sensitive service delivery elements, as well as address requirements related to handicap access.

Required Skills and Experience

Education:

  • Advanced Degree in Economics; Business Administration.

Work experience:

  • More than 10 years of professional experience;
  • Direct experience with business process analysis in the public and/or private sector; experience with public service reform and knowledge of institutions on assignment scope is preferred;
  • Proven participation in the implementation of BPR and multi-stakeholders projects;
  • Proficiency in the use of Microsoft Office Package, Visio program, etc..

Language requirement:

  • Fluency in spoken and written Albanian and English languages.

Evaluation Procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 70

  • Criteria A: Compliant educational background– max points: 20
  • Criteria B: Professional experience - max points: 30
  • Criteria C: Relevant work experience with business process analysis in the public and/or private sector; experience with public service reform and knowledge of institutions on assignment scope; proven participation in the implementation of BPR and multi-stakeholders projects: 20

Financial Criteria - 30% of total evaluation – max points: 30

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
