Description of task
Under the authority of Beni Civil Affairs Coordination, the UN Volunteer will undertake the following tasks:
12. Responsibilities:
- Support field Civil Affairs Beni part of the UNSC’s protection strategies and contribute to the prevention, mitigation and anticipation of civilian’s protection risks and ensure the implementation of the civilian’s protection plan;
- Work closely with the Force (contingents) and Providing support to the community Early Warning focal points and maintaining close collaboration with local protection actors counterparts (Local Protection Committees, National Police(PNC), National army (FARDC), territorial authorities and customary power leaders ) to enhance local coping mechanism in risk mitigation through tailored Community Protection Plans and Early Warning and Mechanisms (EWM);
- Ensure that CAN stations are operational / functioning and monitor closely with Community Liaison Assistants (CLAs) deployed within Monusco military operating bases; identify hot spots and support the EWM extension plan;
- Participates extensively in the identification of new or emerging POC issues and design the development of programmes / initiatives to address them;
- Generate analytical reports on recorded Protection of Civilians (POC) incidents and advising the section Coordinator on POC issues;
- Assess and advise the field Coordinator on the Office performance reports. Oversee and advice on timely and accurate information sharing and coordination with relevant stakeholders on protection;
- Support to the conflict’s management, social dialogues, confidence building and Civil Society in sensitization activities to prevent and address POC risks;
- Assist Civil Affairs Beni Office in participating and cooperating with NGOs, Forces and other partners in joint activities and programs in respect to the advancement of the protection and humanitarian response strategy;
- Compile projects received from NGOs, Government institutions and other partners and submit pre-selected projects to the Project Review Committee through the Quick Impact Projects Unit and follow-up with the final approval of selected projects;
- Formulate, conduct, and/or identify external training opportunities for national counterparts;
- Organize workshops and training seminars for partners (civil society, local authorities, community leaders, and NGOs) to strengthen their capacity for ownership and effective participation in local development and governance;
- Assess, implement and monitor Civil Affairs activities carried out in support to and coordination with local authorities, civic institutions and non-governmental organizations;
- Attend specific meetings (Joint Operations Cell, SMGPP, Protection Clusters…) and perform other duties as required, in line with DPKO/DFS policy directive on Civil Affairs;
- University degree (Bachelor) in sociology, political science, law, economics, international relations, other social science or related humanities field. A combination of education and relevant work experience may be considered in lieu of the advanced degree.
- 2 years related professional experience, with experience in program planning and performance reporting for policy advice. Experience in areas such as community-level dialogue and reconciliation, protection of civilians, development of civil society, or support to state institutions/extension of state authority is a strong plus
- English(Mandatory), Level - Fluent
- French(Mandatory), Level - Fluent
- 2 years related professional experience, with experience in program planning and performance reporting for policy advice. Experience in areas such as community-level dialogue and reconciliation, protection of civilians, development of civil society, or support to state institutions/extension of state authority is a strong plus;
- University degree (Bachelor) in sociology, political science, law, economics, international relations, other social science or related humanities field. A combination of education and relevant work experience may be considered in lieu of the advanced degree.
- Previous experience working in monitoring, evaluation, or report writing in a humanitarian, peacekeeping, development, or global health project a strong plus
- Fluency in oral and written French and English required.
- Driving license for vehicle is required;
