BACKGROUND
In the past 20 years, the political framework to finance and provide family planning, maternal and child health care services, has been developed to the point that it is currently a political, institutional, and programmatic sustainability element of such matters.

Civic participation and surveillance is still an essential element to make progress on the operating application of these legal frameworks that allow guaranteeing funding, service quality and coverage of the most vulnerable peoples in Guatemala, such as women, and children, especially in rural and indigenous populations. Within this framework HEP+ requires continuing with the efforts to foster civic participation, transparency, and accountability regarding priority matters on health care and nutrition. Additionally, it requires strengthening individual and organizational capacities so civic participation may be sustainable, specially the one coming from youngsters and adolescents in matters of their interest. Civic participation expressed in the social audit of key matters such as funding monitoring; in the effective intervention in multisectoral commissions, and in the compliance verification of actions set within the legal framework to draw institutions’ attention regarding the compliance of the legal framework in force.

Health and Education Policy Plus calls civil society organizations to submit technical and financial proposals that allow:
Making progress regarding compliance of equal and sustainable funding policies for maternal and child health care, family planning, and nutrition.

Improving transparency, accountability, and execution of the public budget, legal framework interventions for family planning, maternal health care, and nutrition at national and departmental levels (Qu etzaltenango, Quiché, Totonicapán, San Marcos, and Huehuetenango).

Making progress on youngsters’ civic participation to improve their access to health care and education at national and departmental levels.

Strengthening youngsters’ capacities to achieve a sustainable and inclusive participation on health care and education.

TECHNICAL - ADMINISTRATIVE REQUIREMENTS

Bidding organizations must comply with the following criteria:
* Experience in policy and multisectoral dialogue on health care at national and departmental levels.
* Work experience on reproductive health, maternal-child health care, prevention of teenage pregnancies.
* Experience and inclusion of youngsters in civic participation.
* Ability in social media management and relations with media.
* Ability in human resources management and financial management systems.
* Ability to deliver plans, reports, deliverables, and outcomes wit hin the period set.

PURPOSES
Fostering advocacy and influence campaigns for the approval and compliance of policies to efficiently improve transparency, expenditure and to increase funding for health care and nutrition.

Promoting transparency and accountability in reproductive health and nutrition through the involvement in working groups, sectoral boards, and multisectoral commissions.

Strengthening civic involvement on health care and education matters, specially from women, youngsters, and indigenous peoples.

WORKING SCOPE
The estimated period for this subcontract is from February to July 2021. The working scope includes the following key tasks:

Inclusion of documental or de facto evidence for policy dialogue actions.

ACTIVITY MANAGEMENT
Effective contribution from civil society in cross-sectoral boards and other civic participation agencies linked with matters of interest nationally and in the west departments.

Improving organizational and individual capacities of women and youngsters for their civic involvement on health care and education.

Civic monitoring regarding the legal framework compliance on health care and nutrition through civic and multisectoral mechanisms participation.

Activities proposed will be executed at the physical facilities of the bidding organization. For the appropriate operation, the organization will be responsible of the necessary resources, such as laptops, printing equipment, presentation equipment, materials, and every necessary resource to develop the work of the submitted and accepted proposal.
