Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a remote consultant to provide data analysis support for two (2) upcoming Knowledge, Attitude and Practices’ (KAP) Surveys to run concurrently.

The Caribbean Public Health Agency (CARPHA) has embarked on a project responding to the problem of Mosquito Borne Diseases (MBDs) in the Americas. The Caribbean region is a hot spot for the emergence and persistence of MBDs. Dengue-like illnesses were recorded in the Americas since the 1600s, but the modern era of understanding started with the isolation of the Dengue virus for the first time in 1943-44.

The epidemics of Zika (2016) and Chikungunya (2014), current outbreaks of Dengue and other mosquito-borne disease threats show the need to have robust regional health security systems, especially since many Caribbean territories depend on tourism as a major source of revenue. There is therefore a need to strengthen the public health workforce and surveillance systems in the region to detect and respond to these public health threats.

One of the most effective methods for protecting people from mosquito borne diseases is the elimination of breeding sites around homes, workplaces and in local communities. Given the impact of COVID-19 on populations’ health related behaviours, the prevention of MBD must be understood within the context of the pandemic. Research on the impact of traditional methods of public education aimed at the eradication of the source of mosquito-borne diseases has not been adequately carried out, and thus there is limited evidence of able the effectiveness of public education efforts in changing people's MBD preventive behaviours.

The purpose of this consultancy is to produce analytical reports, plans and relevant visualizations for eight (8) KAP surveys to be used as evidence for decision-making and further planning. The consultant will be responsible for the training of enumeration teams, analysis of survey data, and the completion of final reports.

 

Job Purpose

The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a remote consultant to provide data analysis support for two (2) upcoming Knowledge, Attitude and Practices’ (KAP) Surveys to run concurrently.

Job Duties and Responsibilities

Planning:

  • Creation of the Data Analysis Plan and review of the Enumerator Profile, Quality Assurance Document, Focus Group Document, and Enumerator Safety Document
  • Definition of sampling structure and the creation of associated quota sheets.
  • Programming the Data Collection platform

Training:

  • Training of enumerators and interviewers for field collection and focus group interviews
  • Survey pilot test

Implementation and Analysis:

  • Quantitative Data Collection Monitoring, Data Entry, & Data Cleaning
  • Qualitative Data Collection Monitoring, Data Entry, & Data Cleaning
  • Data quality assurance checks and validation
  • Support country teams during data collection process

Reporting:

  • Data analysis final report (Quantitative analysis to be done in SPSS – Must be provided by the consultant)
  • Creation of eight (8) country reports, two (2) interim reports, and two (2) final reports.

Support that will be provided to the Consultant for both projects

  • Planning meetings
  • Introductions to National Society focal points
  • Technical guidance
  • Implementation policies
  • Support in the use of data collection platforms

The proposed timeframe for this consultancy is January 9, 2023, to November 30, 2023

The consultant will be hired by the IFRC POS Caribbean Cluster Delegation (CCD) and will be managed by the Manager of Caribbean Disaster Risk Management.

Note: This consultancy will be conducted remotely.

Education

The Consultant is required to have recognised credentials (Master’s degree and five years’ experience) in Statistics or a related field.

Experience

The consultant shall also possess demonstrated experience in developing and implementing Knowledge, Attitudes, and Practices surveys and focus group discussions in the Caribbean on large scales. Experience implementing surveys across multiple countries simultaneously will be an asset.

Experience working with the Red Cross Movement will be an asset.

The Consultant is required to submit a technical and financial proposal which should include a detailed research methodology that proposes an action plan to achieve the Consultancy’s Objectives and Deliverables in accordance with these Terms of Reference.
