Purpose of consultancy

Health Technology (HT) unit of Universal Health Coverage / Health Systems Department, WHO SEARO intends to develop a roster of consultants to strengthen technical support to Member States in the area of Health Technology Management.

Background

Every disease management strategy requires access to essential medical products for prevention, diagnosis and effective management for treatment, rehabilitation and palliative care. Health-care services rely on access to essential medical devices, including diagnostics, protective equipment and assistive devices. These devices must be of assured quality, safety and efficacy, as well as appropriate, available and affordable. In the WHO South-East Asia Regional Strategy for Primary Health Care (PHC): 2022-2030, a strategic action is to promote availability and affordability of quality essential medical products for PHC, including management and maintenance of medical devices. To support this strategic action, the HT unit aims to:

  • Conduct assessments of existing HTM systems and assist Member States in developing HTM improvement plans;
  • Provide technical assistance to Member States of WHO South-East Asia Region (SEAR) and WHO country offices via capacity building for Health Technology Management (HTM);
  • Advise on development of priority medical devices lists;
  • Advise on quality assured management of biomedical equipment;
  • Advise on equipment inventory and management systems, including computerized maintenance management system (CMMS) software.

Deliverables

Under the supervision of Technical Officer in charge of the HT unit, the consultant will ensure delivery of one or more of the following in support of one or more Member States:

  • HTM Assessment Report
  • Strategic Action Plan for HTM
  • Priority Medical Devices List
  • Standardized Medical Equipment List
  • Training Plan for HTM
  • Specification for CMMS software procurement

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Advanced university degree in biomedical engineering or related engineering field

Desirable: Post-graduate degree in a relevant field, such as international development or public health

Experience:

Essential:

  • At least 10 years of relevant experience in management of biomedical equipment for clinical services delivery (e.g., a multi-hospital health system);
  • At least 3 years’ experience in developing and conducting trainings in a HTM focus area.

Desirable:

  • Experience in management of medical equipment across multiple facilities;
  • Experience in specifying, selecting, and implementing CMMS solutions;
  • Experience working in low income or lower middle-income countries, including with ministries of health; experience in creation of a health system priority medical devices list;

Skills/Knowledge:

Essential: Proficient in use of word processing, spreadsheet, project planning software, presentation software; working knowledge of HTM guidance documents.

Desirable: Proficient in use of publishing software.

Languages and level required (Basic/Intermediate/Expert):

Essential: Expert knowledge of English

Location

Based on specific requirement, on site locations and off-site (home-based) are likely required.

On site: Capital of the Member State in SEAR that seeks technical assistance

Travel

The consultant is expected to travel to Member States in SEAR, with likely durations of 2 to several weeks for a given mission.

Remuneration and budget (travel costs are excluded):

  • Remuneration: Band level C, daily remuneration of USD500 to USD 625 depending on the qualification of the shortlisted candidate.
  • Living expense: Per diem will be paid as per WHO rules applicable to international consultant for travel.
  • Expected duration of contract: Maximum contract duration is 11 months per calendar year depending on specific requirements (expected range of 10 to 30 days within an 11-month period)

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
